If it's not a buy-it-now or a snipe I look at the feedback left by all bidders to try to screen out people like that (e.g. someone who lodged an unusually high number of complaints in relation to the number of items they bought). Usually the only bids I needed to cancel are from people based in countries that I won't ship to but someone how got by the buyer restrictions I set up.
