#465699 Update on my package from Australia

It arrived yesterday while I wasn't home and was simply left on my front porch like every other package that I receive. No charge, no tariff.
Some of you may be more knowledgeable than I am, but there were two columns on the packing slip:
HS Tariff No. 950300
Country of Origin CN
